GPS modules add bill-of-materials cost, drain batteries, and fail indoors, underground, and in urban canyons. App-based location requires an OS, an install, permissions, and a user who doesn't turn it off — none of which exist on feature phones, CPE, or most IoT devices. Network-side location APIs stop at your own network's edge and depend on partner cooperation when devices roam.

Every cellular device already reports its radio neighbourhood to the SIM.

The SIM sees the serving cell and neighbour measurements (CGI, NMR, timing advance where available) on every network the device attaches to — home or roaming, with no partner API required. An applet captures that context on schedule, on demand, or on movement, and the platform resolves it to coordinates with a stated confidence per environment.
