Vendors selling drive-test replacements usually start by burying the drive test. We won't, because it isn't true: drive testing still does things nothing else can. But the honest version of the comparison is more interesting — and more expensive for operators who haven't run the numbers.

A drive test with calibrated scanners measures things a SIM applet structurally cannot:
Layer-1 radio detail — per-carrier RF measurements, interference analysis, spectrum-level diagnostics.
Competitor benchmarking — scanners see every network, not just yours.
Pre-launch validation — testing a new site or band before any subscriber is on it. No subscribers, no subscriber-side telemetry.
Controlled, repeatable test conditions — same route, same device, same call pattern, twice a year.
If your question is "why is this specific cell interfering with that one," you still want an RF engineer in a van.
BUILT-IN LIMITSWhat drive tests structurally can't do
The weaknesses aren't about execution quality — they're built into the method:
Coverage: a drive-test fleet samples a sliver of geography, mostly roads. Your subscribers live indoors, in buildings, on the fourth floor — where the van never goes.
Time: a campaign is a snapshot. The degradation that starts three weeks later runs unmeasured until the next campaign or the complaint line finds it.
Devices: test devices aren't your subscribers' devices. Fleet-wide behaviour across hundreds of device models is invisible.
Roaming: nobody drive-tests their outbound roamers across forty partner networks. Partner-network experience is taken on the partner's word.
Cost: vehicles, equipment, staff, logistics — repeated per campaign, forever.
What SIM telemetry does instead
An applet in the SIM measures the service every subscriber actually receives, continuously: service availability and time-to-service, call setup and drop diagnostics with cause codes, registration rejections, signal quality per cell, achieved mobile data speeds graded Poor / Fair / Good / Excellent — at home and on roaming partners, on smartphones, feature phones, and IoT devices alike. No vans, no apps, no user opt-in.
The coverage math is the point. A drive test measures a few thousand kilometres of road, twice a year. SIM telemetry measures everywhere your subscribers go, every day — including the indoor and rural locations that generate the complaints drive tests never reproduce. In one national deployment, six months of SIM telemetry analysed 21,000+ cells and surfaced a systemic rejection cause that a config fix then reduced by 99% — found and verified without a single test vehicle (read the case study).
The honest division of labour
Keep drive tests for: RF forensics, competitor benchmarking, pre-launch site validation.
Move to SIM telemetry: routine coverage and QoE monitoring, complaint diagnosis, roaming quality verification, churn-risk detection, regulatory reporting evidence.
Most operators discover the routine-monitoring share was 70–90% of what the vans were doing — and it's the share that scales worst with fuel, staff, and CO₂.
The transition path
Nobody switches methodologies in one quarter. The usual pattern: deploy applets OTA to a compatible subscriber segment, run both methods in parallel for one cycle, compare findings, then cut drive-test frequency where telemetry demonstrably covers the question.
